British MPs Vote to Hold Referendum on Electoral Reform in 2011

The BBC reports that British MPs have passed a bill that would result in a referendum on electoral reform being held before October 2011. In order for the referendum to become law, it must be passed by the House of Lords as well, and receive royal assent before the British parliament is dissolved for the next election.
