One Guilty Verdict and Two Guilty Pleas for Election Act Violations in Quebec

The Chief Electoral Officer of Quebec (the "CEO") announced today that one guilty verdict and two guilty pleas have been obtained for violations of the Election Act (Quebec) (the "Act").
Mr. Bernard Normandin was the official agent for independent candidate Mr. Jacques-Antoine Normandin in the riding of Brôme-Missisquoi for the 2008 provincial election. Mr. Bernard Normandin was found guilty of violating sections 432 and 122 of the Act by failing to remit the required financial reports to the CEO by 9 March 2009. Mr. Normandin was fined $250 plus costs for the infraction.
G4S Service Valeurs (Canada) Ltée plead guilty to violating section 335 of the Act by failing to ensure that at least one of its employees who was qualified to vote had at least four consecutive hours free to vote in the 2008 provincial election while the polling stations were open, not counting the time normally allowed for meals. The company agreed to pay a fine of $300 plus costs.
Ms. Julie Dionne, official representative for Québec solidaire in Estrie, pled guilty to violating section 117 of the Act by failing to remit a financial report for fiscal year 2009 to the CEO by April 1, 2010. Ms. Dionne agreed to pay a fine of $250, plus costs.
