Chief Electoral Officer of Canada Issues Recommendations for Reform Following the 2008 Election

The Chief Electoral Officer of Canada, pursuant to section 535 of the Elections Act (Canada) (the "Act"), has issued a report proposing legislative amendments desirable for the better administration of the Act.
The report proposes several amendments, of which the following are the most interesting:
- allow electors to vouch for more than one member of their immediate family
- reduce election expense reimbursements for candidates or parties who exceed their authorized election expense limit
- expand third party election advertising rules to expenese related to advertisements that are incurred before the election period if the advertisements are run during the election period
- improve rules regarding unpaid claims or loans to candidates
- restrict registration of third party advertisers to Canadian citizens and organizations
